Professional Experience

Andrew is a partner in the firm’s Energy, Projects & Commerce Team and has been advising on energy and water sector issues for 20 years.  In recent years he has developed a particular expertise on climate change initiatives and environmental sustainability.

Andrew qualified in England and Wales as a Solicitor in January 1988; joined Ryland Martineau (now SGH Martineau) in 1986; and in the mid 1990s established the firm’s energy practice.  In November 2006 he became Head of the Commercial Group (comprising the firm’s Energy, Projects & Commerce team, Competition & Procurement team, Education team, Employment & Pensions team and IP & Technology team).  He is a member of the Law Society, the United Kingdom Energy Lawyers Association, and the British Wind Energy Association.

Andrew’s main specialty is energy law, particularly electricity transmission and gas transportation.  He has been advising the Great Britain System Operator on various regulatory and contractual issues concerning system operations since the early 1990s.  He also helped design the contractual arrangements underpinning the provision of gas metering services in Great Britain, and has worked for renewable energy developers on a variety of projects including offshore wind.

His practical experience in the climate change arena encompasses advising clients on UK and EU emissions legislation, particularly emissions permitting and the EU Emissions Trading Scheme; advising clients on international carbon trading under the Kyoto Protocol; and advising public sector clients on energy efficiency, policy and legislation.  Andrew has supported the efforts of the City of Birmingham in developing its long term emissions reduction strategy.

Andrew’s experience also extends to water, where he represents a number of UK water and sewage companies, and has been actively involved in the development of common carriage water competition.

Andrew authored a chapter on electricity supply and connection agreements in “Electricity Buying Tactics” (1997), and regularly speaks at events both in the UK and internationally.  In the legal directories, Andrew is cited as “technically competent, responsive and commercial”, and is recognized as a leader in his field.  In 2002 Andrew undertook a period of secondment to National Grid as Acting General Counsel while the company prepared for a merger with Lattice Group. In 2006 he became the firm’s first Corporate Social Responsibility Partner.

Andrew has considerable experience of energy and water sector issues, with a particular emphasis on climate change initiatives and environmental sustainability.

Experience
  • Advising a number of universities on UK and EU emissions legislation, particularly emissions permitting and the EU Emissions Trading Scheme
  • Advising the universities on a ground breaking wave energy project
  • Advising clients on international carbon trading under the Kyoto Protocol, including advising on emissions reduction purchase agreements under the Clean Development Mechanism
  • Advising public sector bodies on energy efficiency policy and legislation, including revisions to building regulations,  combined heat and power, and energy efficiency performance of buildings
  • Advising on electricity and gas load management, including advising the GB electricity transmission system operator National Grid on the development of contracts and procurement methods for securing load reduction from large consumers in times of system stress
  • Advising a major metering provider on contractual arrangements for the provision of new “smart” metering
  • Advising renewable energy developers on a variety of renewable generation projects, including three offshore windfarms, and advising on electricity offtake agreements as well as the trading of Renewable Obligation Certificates
  • Advising the GB electricity transmission system operator National Grid on various regulatory and contractual issues concerning system operation
