Pannone Lopes Devereaux & West Partner, Teno West to address US Conference of Mayors
Providence (Feb.23, 2010) – National municipal infrastructure legal expert Teno A. West, a partner with Pannone Lopes Devereaux & West LLC (PLDW) will speak tomorrow (Feb. 24, 2010) at The United States Conference of Mayors at 9:50 a.m. at the Westin Washington City Center. His remarks will center on the steps and solutions necessary to undertake successful design-build-operate, public-private water reuse project for a large metropolitan area. West will use his firsthand experience in Rockland County, New York as the lead legal representative for the County to solve environmental, legislative, administrative, procurement and design-build-operate issues leading to the development of the first water reuse project of its kind in State of New York. He will be joined by Farzin Kiani, Vice President of Operations for Veolia Water North America – the leading provider of comprehensive water and wastewater partnership services to municipal and industrial customers across the country. Violia Water North America is the design-build-operator of the Rockland County project.

West leads PLDW’s Municipal Infrastructure Team and is a national authority on public-private partnerships, water and wastewater law, solid waste management alternative energy projects and procurement law; and design-build-operate initiatives. West represents government agencies across the country in his practice area, including drafting legislation required for undertaking alternative procurements and design-build and design-build-operate projects.
